The American Society of Landscape Architects-Wisconsin Chapter has been monitoring legislative efforts to eliminate Wisconsin’s occupational licensure law for landscape architects, and we need your help!

On August 24 two key legislative committees will hold a joint public hearing on two concerning bills. This will be the only public hearing held on these two bills.

  1. Assembly Bill 370/Senate Bill 296 directs the state to study whether it is feasible to eliminate licensure for landscape architectureand instead require self-certification.
  2. Assembly Bill 369/Senate Bill 288 creates an Occupational License Review Council (which would meet every 10 years) tasked with recommending licenses for elimination.

How you can help:  The Assembly Committee on Regulatory Licensing Reform and the Senate Committee on Public Benefits, Licensing and State-Federal Relations are holding a joint public hearing on Thursday, August 24 starting at 10 a.m. in Room 411 South of the Wisconsin State Capitol.  A large turnout by landscape architects would show legislators that we value our license and that we are paying attention to their actions. Even if you don’t plan to speak, we need you to come to the hearing to show your support and formally register against the bills. You can register against the bills starting at 9:45 a.m. and ending at the conclusion of the hearing (likely between 12 p.m. and 1 p.m.) This is the public’s only chance to speak out against these bills!

WI ASLA is also looking for volunteers to attend the public hearing and speak out against attempts to eliminate occupational licensure.  WI ASLA will provide assistance to all attendees in developing cohesive talking points and coordinating day-of logistics to ensure a unified and effective response on the profession’s behalf.

It is also incredibly important that you reach out to your legislator and let them know why it is important to continue licensing landscape architects in Wisconsin.

Here are some talking points you can use:

  • Assembly Bill 370/Senate Bill 296 requires the Department of Safety and Professional Services (DSPS) to report on whether there is a state or national organization that could provide voluntary professional certifications to landscape architects if our licensure law is eliminated. There are no organizations that meet this criteria for landscape architects.
  • Both the self-certification and Occupational License Review Council bills require the evaluation of whether similar licensure requirements exist in other states. Landscape architects are required to be licensed in all 50 states.
  • Eliminating Wisconsin’s licensure law would prevent landscape architects from working in neighboring states. This would hurt Wisconsin workers and businesses.
  • Landscape architects protect the health, safety and welfare of the public.
  • Assembly Bill 369/Senate Bill 288, which creates an Occupational License Review Council, is unnecessary and duplicative because the Joint Finance Committee voted on May 11 to require DSPS to conduct a study of all licensure laws in the state.

The Wisconsin Chapter American Society of Landscape Architects (WI ASLA) is the professional society that represents the landscape architecture profession in Wisconsin.  Our members typically include licensed landscape architects, allied professionals and students in Wisconsin.

WI ASLA is with great sympathy, notifying the landscape architect community of the loss of David Richard Schreiber II.  David was an intergral part of the industry and will truly be missed.  Please read the full narrative compiled from peers in the profession for David and the vast list of employees that had the privilege to work with David.
